The story happened at a US military base at West Germany in 1989, just before the collapse of the Berlin Wall. The US army stationed there was bored and started to do things which are not supposed to be done by well-disciplined soldiers. Making and selling illegal drugs, stealing and selling weapons, taking drugs and drive a tank across a peaceful town … you name it. None of the characters are normal.

This movie is difficult to be categorised into an appropriate genre. I have never seen Ed Harris played such a character, but it seems to be a waste of his talents.
