An issue mentioned by Sid is worth discussing: What is the rationale to give longer sentence for “white collar” crimes like fraud than that for crimes of violent nature? I have not done any research on the topic, but I think heavier sentence will give a more effective deterrence effect to the general public, to discourage them from doing such crimes.
